Testing the Waters
then Jumping In the Adobe Pool
Fourteen Federal agencies already have jumped into the Adobe pool
and collectively have posted over 100 Funding Opportunity Announcements
(FOAs) with Adobe packages. Although none of these Adobe packages
use the SF424 (R&R) form set, it does show progress in the transition
to Adobe and exercises the new Grants.gov 2007 system that will
be used for all SF424 form families. Grants.gov is working on revisions
to the SF424 (R&R) forms that are needed prior to our posting
Adobe packages.
NIH is scheduled to complete testing of the revised forms in early
2008 and plans to test the Adobe waters with a few production FOAs
in the spring. The large, standing
submission dates for February and March 2008 will use PureEdge
as previously indicated. However, if all goes well with the initial
NIH FOAs to use Adobe packages, a full transition to Adobe will
quickly follow. Grants.gov is encouraging agencies to complete their
transitions to the new Adobe forms by early summer. NIH fully supports
Grants.gov’s transition to Adobe and, as long as the forms
and systems perform correctly, NIH will make every effort to meet
the summer transition target.
What can you do now to prepare? Adobe Reader version 8.1.1 will
be needed to complete and submit the new Adobe forms. You will want
to make sure everyone that needs to work with the forms has this
specific version of the Adobe viewer. The Grants.gov site has links
to the viewer download and system requirements on the
Apply for Grants page.

ELECTRONIC SUBMISSION ITEMS OF INTEREST
eRA Commons Status
Changes
NIH updated the eRA Commons Status software on October 26, 2007
with a new look and functionality. This new version of Status incorporates
user-requested features that provide additional tracking capabilities
and better application organization for improved system performance:
• New search feature: Ability to search for and track electronically
submitted applications from the Status screen using the Grants.gov
tracking number. The Grants.gov tracking number will continue to
be searchable throughout the lifecycle of the application/grant
- even after the NIH assigns its own application ID (i.e., accession
number or grant number).
• Reorganization of the application/grant
data into two separate sections:
• Recent and pending electronic application
submissions that require action to complete the submission process
(e.g., checking errors/warnings, viewing assembled application),
have been refused by a Signing Official or are within the two day
assembled application viewing window
• List of applications/grants (both paper
and electronic) that have been submitted successfully and are available
for post-submission status (e.g., review assignments, review results,
summary statements, Notice of Award). Also includes list of awarded
grants for accessing other Commons features (e.g., Just in Time,
eSNAP, Financial Status Report, Closeout)
• Grouping of multiple submission attempts
for a single application. Provides a cleaner screen view and consolidated
submission history.
What’s
that “Additions for Review” link all about?
Did you notice something new in the eRA Commons Status Information
screen for an application/grant? With last week’s eRA software
update, a new link was added under the “Other Relevant Documents”
section called “Additions for Review”. A new eRA function
was provided to NIH staff called eAdditions. eAdditions provides
Scientific Review Administrators (SRAs) with a limited ability to
add documents to the grant folder post-submission to make them accessible
to reviewers and appropriate NIH staff. The policies regarding application
addenda remain the same…the original application is kept intact
and any addenda are approved at the discretion of the SRA and will
be added by the SRA. The new link provides view only access. It
is not possible for Principal Investigators and/or institutions
to directly add materials to this section of the grant folder. This
new feature simply cuts down on the need for mixed media grant files
and helps NIH achieve a goal of complete electronic records.
So, if you see an “Additions for Review (0 documents)”
link, don’t panic-it simply means there are no addenda associated
with your application.

new model for engaging the American academic STE communities in
the formulation and implementation of U.S. foreign policy. The JSF
program is administered by the National Academies and supported
through a partnership between American philanthropic foundations
(the MacArthur Foundation and the Carnegie Corporation), the U.S.
STE academic community, professional scientific societies, and the
U.S. Department of State.
